Mr. Kemp was the principal in his firm until 1985 when he was elected Mayor of the City of Meridian, where he served two consecutive terms. Following his time in office, Mr. Kemp continued to further his career as a Civil Engineer and Surveyor. During his 45+ year career, Mr. Kemp and his firm have been involved in designing and supervising the construction of roads, bridges, site developments, residential subdivisions, water and sewer systems, and other civil engineering-related projects. A couple of Mr. Kemp’s achievements in the field consist of designing and supervising the construction of Lauderdale County’s Northeast "G. V. (Sonny) Montgomery" Industrial Park and preparing the Master Plan for the Dunn’s Falls Park. Along with practicing in the fields of civil engineering and surveying, Mr. Kemp has over the years been retained as County Engineer for Lauderdale, Kemper, Winston, Noxubee, Newton, and Neshoba Counties. Mr. Kemp currently continues his practice in his hometown of Noxapater, MS, where he serves as County Engineer for Winston County. Our firm’s surveying services are overseen by Tom L. Gregory, PS, a registered surveyor with over 45 years of experience. Mr. Gregory began his surveying career in 1978, working in various parts of Louisiana and Florida. He became a licensed and registered land surveyor in 1990 while working in Meridian, MS. Mr. Gregory owned and operated his own practice in Winston County for seven years until being hired by Jimmy Kemp’s firm in 1999. Tom’s experience over the years consisted of oil well surveys, total station operations, GPS operations, level operations, subdivision surveying, earthwork, right-of-way location, building foundations, surveying calculations, and drafting. He has served as a member of The Mississippi Association of Professional Surveyors since 1996 and served as Oktibbeha County Surveyor from 2012 to 2020. Since his employment at Kemp Associates, Mr. Gregory has supervised all aspects of land surveys, including assistance in property line litigation as well as the layout of engineering projects such as roads, bridges, and other structures.
