It's not a real luggage storage facility; it's a dry cleaner's and tailors, where people staying at the hotel in the building probably leave their bags. A very kind Chinese lady asked me what time I was returning, but she didn't tell me the cost (I had to insist, and she said about $10) and didn't give me a receipt. I didn't trust her and picked up my suitcase.
