Did hire the guy (Gabriel) and paid retention. I strongly believe that they spooked off the subjects. Then- 'no refund' kicked in for 'unused' portion of retention paid. They did not provide PI licence when asked later on.
Not recommend - My opinion they are getting clients by asking for much less than market price.
